Via the SF Chron is a story on some new benchmarking of parking costs in major cities... no Pittsburgh datapoints, but you can add those in yourself if you want.

I'll be interested to see the results of the SF experiment with congestion pricing--in my view that is what is needed to establish appropriate benchmarks, and hopefully the necessary technology will end up cheap enough to just use directly in Pittsburgh.
